Horizon House operates under the guidance of a Board of Trustees whose responsibilities include:
- Developing strategic plans to establish goals and policies
- Overseeing the planning of facilities and services
- Hiring, evaluating, and encouraging the Chief Executive Officer
- Making provisions to support the organizational and financial stability of Horizon House
- Working to meet the always divergent, and sometimes contradictory, demands of residents, staff, neighbors, and the surrounding public
- Keeping the best interest of the facility top-of-mind in all decision making
- Maintaining a duty of care and loyalty to the organization
